From the Charlotte Observer (11/11/10): An opinion released Monday by the N.C. Attorney General's office concerning the retroactive release of personnel records for public workers also applies to municipalities, a spokesperson said Wednesday.

The city of Charlotte said Tuesday it was waiting for full clarification as to whether the opinion applied to cities and towns before fulfilling a public records request from the Observer.
This summer, Gov. Bev Perdue signed into law reforms that make public more information on government employees, including termination letters and the date and type of each demotion, suspension, promotion and other change in job status.
After the law went into effect on Oct. 1, the Observer requested information on former Charlotte-Mecklenburg police officer Marcus Jackson, who is accused of sexually assaulting women he pulled over for traffic stops.
The city of Charlotte and some other governments asked the attorney general’s office for clarification on whether the law would be retroactive.
